Licensing and control of premises where dogs are kept for breeding

Issuing licences to dog breeding businesses in Mid Suffolk District, making sure that the premises are properly run, offering advice to owners and investigating complaints.

The Environmental Health Service is responsible for making sure that all dog breeders carry on their business in accordance with their licence. If you wish to start a breeding business, you should contact the Environmental Protection Team who will offer advice on the welfare of the animals and the standards of the buildings where they will be kept. If it is a new business venture, planning permission may be necessary.

The fee for an initial application for a licence is £107 plus Vets Inspection Fee and renewals are £107

The licence covers various aspects of dog breeding, for example:

  • cleanliness of all areas and of food and water bowls
  • control of diseases
  • health and welfare of the breeding bitch(es)
  • protection in case of fire or emergency
  • providing a proper sleeping area
  • providing the correct amount and quality of food and water
  • the lighting and temperature
  • the size of animal’s accommodation

Licences are renewed each year and the Environmental Health Manager must sign each approved licence application.

If you have a dog breeding business and meet the licensing criteria, it must have a valid licence. You should make sure that you apply for a renewal of your license in good time to allow an inspection to take place before expiry.

If a license application is rejected, you may appeal against the decision by contacting the Magistrates Court.

The team will investigate any complaints and will regularly inspect the premises. Initial inspections are usually made with an independent vet.
