Planning Performance Agreements

Planning Performance Agreements (PPAs) can improve the process for handling large scale and complex planning proposals leading to the creation of better places.

On 6 April 2008 PPAs were formally introduced into the planning system in England. This followed a consultation carried out by the Department of Communities and Local Government (CLG) in May 2007.

A PPA  is a project management tool. It is used by both the local planning authority (LPA) and the applicant to take forward a proposal through the planning process. PPAs are about improving the quality, not the speed, of the decision making process with collaboration being the key ingredient.

Case studies on the use of PPAs have highlighted some key benefits.
The case studies can be reviewed here.

MSDC's Planning Services are looking to engage with developers on upcoming large scale major applications and enter into a Planning Performance Agreement.

Further details on PPA's can be found at the ATLAS (Advisory Team for Large Scale Applications)
