Technical proposals for the local government finance settlement for 2015-16

In the 2013 spending round a range of measures were announced to support councils in delivering better outcomes with fewer resources

These included:

  1. Continued compensation for the reduced income from business rates as a result of the 2% cap on the small business rates multiplier announced at Autumn Statement 2013
  2. continued protection for authorities which froze council tax in 2014-15
  3. Continued protection through Efficiency Support Grant for the small number of local authorities with revenue spending power reductions greater than 6.9% in 2014-15
  4. Increased additional funding for the most rural authorities

This consultation is intended to help deliver these protections and consolidate previous reforms.
