The Eye Neighbourhood Development Plan (NDP) is being prepared by the Town Council and local community and, when completed, will be used to help guide and shape future development in the parish.
Local Referendum (date to be confirmed)
Eye Town Council are modifying their NDP to incorporate all of the changes identified in the Examiners Final Report. That work is now almost complete and, subject to final sign-off, a further announcement on the referendum date for this Plan will be made as soon possible.
Reg 17 Independent Examination (Final Report dated 25 Oct 2019)
Mid Suffolk District Council appointed Rosemary Kidd, Dip TP MRTPI to carry out an independent examination of the Eye NDP. The examination has conducted through written correspondence. On 7 November the Examiner issued her final report which recommends that, subject to modification, the Eye NDP meets the basic conditions and that it should proceed to a local referendum.
A report on the above will now be taken to Mid Suffolk Cabinet (date tbc). Planning guidance also provides advice on the weight that can now be attached to a post-examination NDP.
Reg 16 Submission Consultation (22 May - 5 July 2019)
In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012 (as amended) the District Council undertook formal consultation on the content of the Eye NDP to see if it fulfils the Basic Conditions as required by Paragraph 8(1)(a)(2) of Schedule 4B of the Town and Country Planning Act 1990 (inserted by the Localism Act 2011). The consultation period ran from the 22 May to 5 July 2019.
Eye Town Council (the qualifying body) had formally submitted the following documents:
A Map identifying the area to which the proposed NDP relates
A full assessment as to whether the Eye NDP fulfils the Basic Conditions will be undertaken by an Independent Examiner (see above). An initial check was, however, undertaken to confirm that the relevant requirements had been met at this stage. View the Regulation 15 Checklist
Respondents were also reminded that their comments would be forwarded to the independent examiner and, with the exception of personal contact details, would be published on this website.
SEA / HRA Screening & Determination (Jan 2019)
The Pre-submission draft version of the NDP was assessed to determine whether a Strategic Environmental Assessment (SEA) and/or a Habitats Regulations Assessment (HRA) were required. The outcome was that the need for a SEA Scoping Report was 'screened-in, and the need for an HRA Scoping Report was 'screened-out'. A copy of the relevant reports and Notices of Determination are published below.
