Eye Neighbourhood Plan

Eye Town Council have begun the process of preparing a Neighbourhood Development Plan (NDP). When complete, the Plan may:

  • contain planning policies for the development and use of land;
  • allocate sites within the parish for new homes, employment and community land uses;
  • provide further guidance on the appearance and design of any new buildings.

Independent Examination (Summer 2019)

Mid Suffolk District Council have appointed Rosemary Kidd, Dip TP MRTPI to carry out an independent examination of the Eye NDP. The examination has commenced and further updates will be published here as and when appropriate.

Guidance published by NPIERS in 2018 also introduced the opportunity for NDP Groups to view and comment on the representations made at the Reg 16 stage.

Reg 16 Submission Consultation (22 May - 5 July 2019)

In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012 (as amended) the District Council undertook formal consultation on the content of the Eye NDP to see if it fulfils the Basic Conditions as required by Paragraph 8(1)(a)(2) of Schedule 4B of the Town and Country Planning Act 1990 (inserted by the Localism Act 2011). The consultation period ran from the 22 May to 5 July 2019.

Eye Town Council (the qualifying body) had formally submitted the following documents:

A full assessment as to whether the Eye NDP fulfils the Basic Conditions will be undertaken by an Independent Examiner (see above). An initial check was, however, undertaken to confirm that the relevant requirements had been met at this stage. View the Regulation 15 Checklist

Respondents were also reminded that their comments would be forwarded to the independent examiner and, with the exception of personal contact details, would be published on this website.

SEA / HRA Screening & Determination (Jan 2019)

The Pre-submission draft version of the NDP was assessed to determine whether a Strategic Environmental Assessment (SEA) and/or a Habitats Regulations Assessment (HRA) were required. The outcome was that the need for a SEA Scoping Report was 'screened-in, and the need for an HRA Scoping Report was 'screened-out'. A copy of the relevant reports and Notices of Determination are published below.

Reg 14 Pre-submission Consultation (9 Nov to 21 Dec 2018)

Pre-submission consultation on the draft Eye NDP took place in late 2018. See the Eye Town Council website for more details.

Area Designation (Oct 2017)

The Eye Neighbourhood Plan area was designated on 18 October 2017. A notice to this effect, a copy of the application, and a map identifying the NDP area can be viewed below:
