Fressingfield Neighbourhood Plan

Fressingfield Parish Council have begun the process of preparing a Neighbourhood Development Plan (NDP). When complete, the Plan may:

  • contain planning policies for the development and use of land;
  • allocate sites within the parish for new homes, employment and community land uses;
  • provide further guidance on the appearance and design of any new buildings.

The Fressingfield Neighbourhood Development Plan (NDP) is being prepared by Fressingfield Parish Council and, when completed, will be used to help guide and shape future development in the parish.

Reg 16 Submission Consultation (05 Aug – 27 Sept 2019)

In accordance with Regulation 16 of The Neighbourhood Planning (General) Regulations, 2012 (as amended) the District Council is now undertaking formal consultation on the content of the Fressingfield NDP to see if it fulfils the Basic Conditions as required by Paragraph 8(1)(a)(2) of Schedule 4B of the Town and Country Planning Act 1990 (inserted by the Localism Act 2011).

The consultation period will run from Mon 5 August 2019 and will close at 4:00pm on Friday 27 September 2019 - as set out in the attached Public Notice. This also details where copies of the plan have been made available locally for public inspection.

In addition to the above, the Parish Council have also submitted a Character Appraisal supporting document.

An assessment as to whether the Fressingfield NDP fulfils the Basic Conditions will be undertaken by an Independent Examiner. An initial check has been undertaken to confirm that the relevant requirements have been met at this stage. View the Regulation 15 Checklist

Written comments only (preferably using the Consultation Response Form provided) should be sent by post or e-mail using the contact details provided. Your representation may also include a request to be notified of the District Council’s decision whether or not to make the Plan.

All representations received will be forwarded to the Independent Examiner. You should note that your comments cannot be treated as confidential and, with the exception of personal contact details, will be published on the District Council’s website at the end of the consultation period.


  • What can I comment on at this stage? - At this stage you can comment on the submitted plan and its policies. It is important for you to remember that, as the Examiner will only be able to recommend changes to the plan necessary to ensure that it meets the Basic Conditions you should consider in particular whether the plan meets these. The Basic Conditions Statement submitted with the proposed plan sets out how the Parish Council considers they have met the tests.

  • I commented on the draft plan during an earlier consultation. Do I need to repeat those comments? - All of the issues raised in response to the Parish Council’s Pre-submission consultation should be referred to in their Consultation Statement. As a result, the Examiner will be aware of those comments so you do not need to repeat them. However, if any changes have been made to the Plan since the last consultation, and these raise new issues or affect the points you made last time, you might want to send in further comments. All comments made at this stage will be sent on to the Examiner. 

  • What happens next? - At the end of the consultation period the Parish Council will be given an opportunity to consider and respond if they wish to do so to any representations made before the Plan is submitted for Examination. It will be down to the Examiner to decide how he/she wishes to undertake this process. The Examiner may choose to rely on the written representations made but could call a public hearing if he/she decides that it is beneficial to do so. The Examiner will consider whether the Plan meets the Basic Conditions or whether further modifications need to be made for it to do so. The Examiner will also decide if the Plan can proceed to the Referendum stage.

SEA /HRA Screening & Determination (Jun 2019)

The Pre-submission draft version of the NDP was assessed to determine whether a Strategic Environmental Assessment (SEA) and/or a Habitats Regulations Assessment (HRA) were required. Reg 14 Pre-submission Consultation (29 Mar to 17 May 2019)

Fressingfield Parish Council have recently undertook a seven-week Pre-submission consultation on their draft Neighbourhood Plan. For further details please see the Parish Council website.

Reg 05 Area Designation (Feb 2018)

On 5 February 2018, Fressingfield Parish Council submitted a new application to define the boundary of their Neighbourhood Plan. Under the Neighbourhood Planning (General) Regulations 2012 (as amended), Mid Suffolk District Council confirmed the designated NDP area on 9 February 2018. A notice to this effect, a copy of the application and a map identifying the NDP area can be viewed below:
