Inspector's Report - September 2023

The Councils have received the Inspector's Report (Document K01) following the Council's Proposed Modifications Consultation. The report concludes that the duty to cooperate has been met and that with the recommended Main Modifications as set out in the Appendix to the report, the Babergh and Mid Suffolk Joint Local Plan satisfies the requirement referred to in Section 20(5)(a) of the Planning and Compulsory Purchase Act 2004 (as amended) as being sound and capable of adoption.

The Full Council meetings to consider the adoption of the Babergh and Mid Suffolk Joint Local Plan Part 1 will take place in November 2023.

2022 Five Year Housing Land Supply Position Statement & Annual Monitoring Report (AMR) 

The Councils have published the 5 Year Housing Land Supply Position statement (2022) and Annual Monitoring Report (2021 to 2022). These documents are available to view through the planning policy evidence base page. 

 

Local Plan timetable (the Local Development Scheme)

A new Local Development Scheme (LDS), which sets out the revised timetable for the production of the JLP, was approved by Babergh District Council on 25 October 2022 and Mid Suffolk District Council on 27 October 2022.

The LDS outlines a Part 1 and a Part 2 Joint Local Plan, as well as introducing nine Supplementary Planning Documents. An updated programme for revisions to the Community Infrastructure Levy Charging Schedules is also set out.

Evidence base updates

The Councils have a significant evidence base relating to the JLP. It includes a sustainability appraisal and a habitats regulations assessment (HRA). It also includes information about:

  • development viability
  • infrastructure requirements and funding
  • flood risk
  • heritage impact
  • landscape impact
  • transport impact
