Wetheringsett cum Brockford Neighbourhood Plan

The Wetheringsett cum Brockford Neighbourhood Development Plan (NDP) is being prepared by their parish council and local community. When complete, it will be used to help guide and shape future development in the plan's area.

A first draft NDP reached the examination stage in May 2023 but was then withdrawn by the parish council so they could carry out more consultation and correct a procedural issue. A second draft NDP is now coming forwards.

Reg 16 Submission consultation (18 March to 3 May 2024)

The second submission draft Wetheringsett cum Brockford NDP is now being made available for public consultation.

Written comments are being invited on this plan and accompanying documents in accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012 (as amended).

The consultation period runs from Monday 18 March until 4:00pm on Friday 3 May 2024.

A list of the submitted documents appears below. Our Public Notice explains how copies of the Plan can be accessed locally.

A full assessment on how this NDP meets the basic condition tests will form part of the examination phase. We have re-run our own checks which suggest that the relevant procedural requirements have been met at this stage. View our Regulation 15 Checklist (Mar 2024)

FAQs

What can I comment on at this stage?

At this stage you can comment on the submitted plan and its policies. It is important to remember that the Examiner will only be able to recommend changes to this NDP that are necessary to ensure that it meets the Basic Conditions. You should therefore consider whether the plan meets those. The  Basic Conditions Statement sets out how the Parish Council considers they have meet these tests.

I commented on this Plan at an earlier stage. Do I need to repeat those comments?

Issues raised in response to the late 2023 pre-submission consultation exercise should be referred to in the Consultation Statement. As a result, the Examiner will be aware of these - so you do not need to repeat them.

If further changes have been made to this NDP that now raise new issues or if they affect the points you made previously, you might want to send in a further comment.

What happens next?

At the end of this consultation period all valid representations will be sent to the Examiner. It will be down to them to decide how they wish to proceed. Typically. they will rely upon the written representations to reach a decision, but they could call a public hearing if they consider it beneficial to do so.

The Examiners role is to consider whether the Plan meets the basic conditions or if further modifications need to made for it to do so. They will also decide if this NDP can proceed to a local referendum. This will all be set out in their Final Report.

First draft Wetheringsett cum Brockford NDP

As explained earlier, the first submission draft Wetheringsett cum Brockford NDP was withdrawn from examination in May 2023. To avoid unnecessary confusion with the second draft NDP documents (see above) we are only publishing the most essential first draft documents in the sections below.

Reg 17 Independent Examination (Suspended - 12 May 2023)

Mid Suffolk District Council appointed Janet Cheesley BA (Hons) DipTP MRTPI to carry out an independent examination of the first draft Wetheringsett cum Brockford NDP. Following a high level review, and in response to her ‘open letter’ dated 12 April 2023, the Examiner accepted a request from the Parish Council that they be allowed to withdraw their plan from examination.
