Statement of Licensing Policy

As per the Licensing Act 2003, the licensing authorities of both district Councils have to produce a Statement of Licensing Policy.

The purpose of this policy is to inform everybody of the boundaries within which each licensing authority operates.

The policies:

• explain how both district Councils will make their licensing decisions
• advise on the legislative framework

The policy was approved by Full Council on 23 October 2025.

The policy takes effect from January 2026, for a period of five years (unless revisions are needed sooner).

This policy refers to a multi-agency enforcement concordat (agreement) and protocol which is available separately.
