Local Referendum (Thur 28 Aug 2025)
A local referendum on the Baylham NDP will be held on Thursday 28 August 2025.
The question that will be asked of those entitled to vote is: 'Do you want Mid Suffolk District Council to use the Neighbourhood Plan for Baylham to help it decide planning applications in the neighbourhood area?'

This local referendum will be conducted in a manner similar to other local elections. Further notices will be published on our elections webpage in the coming weeks.

Reg 18 Exam Report Decision Statement (12 June 2025)
Internal procedures agreed in September 2021 meant that a NDP could be advanced to a local referendum without Cabinet approval where there was no objection to implementing all of the examination recommendations. That applied in this case and the decision was confirmed through publication of the following statement:
Reg 17 Examination (Final Report 22 May 2025)
Mid Suffolk District Council appointed Janet Cheesley BA (Hons) DipTP MRTPI to carry out an independent examination of the Baylham NDP. This relied on the submitted documents and written representations. The examination included a focused consultation exercise on a proposed significant modification to Local Green Space Policy BAY 6.
On Thursday 22 May 2025, the Examiner issued her final report. It recommended that, subject to certain modifications, this NDP met the basic condition tests and that it should proceed to a local referendum.

Reg 16 Submission consultation (ended 28 Mar 2025)
The Baylham NDP was submitted in January 2025 and was made available for consultation between 10 February and 28 March 2025.
Baylham Parish Council (the qualifying body) had submitted the following documents:

- A Landscape & Biodiversity Evaluation Report (SWT, Dec 2023)
- A copy of our SEA & HRA Determination Notice (see further below)
An assessment on how this NDP met the basic condition tests formed part of the examination. Our initial checks suggested that the relevant procedural requirements had been met at this stage. See our Regulation 15 Checklist.

SEA/HRA Screening and Determination (Nov 2024)
The pre-submission draft Baylham NDP was screened to determine whether a Strategic Environmental Assessment (SEA) and or a Habitats Assessment (HRA) were required. Both were 'screened-out'. The relevant reports and our determination notice are published below:
